PLQIM follows two sets of Public Library Standards, which were developed with COSLA. These standards were heavily focused on inputs rather than outputs and impact.

The climate in local government has changed radically, with re-organisation in 1996 and the introduction of Best Value, Efficient Government and the quality agenda. New technology and significant service change have resulted in different approaches to service delivery and increased opportunities to contribute to the wider public information agenda.

PLQIM reflects these changes and is compatible with European Framework for Quality Management, which is widely used within local authorities. This approach will enable public library services to demonstrate their impact on individuals and communities and meeting users’ needs.

The evidence gathered by local authorities should clearly demonstrate delivery of a good standard of cultural planning activity and entitlements, involving local people and other local government processes. Relevant evidence can be linked across strands of quality evaluation.

The application of PLQIM will lead to service improvements and will, ultimately, assist in the transformation of public services to empower individuals and communities.
