FOI also covers educational institutions. A Model Publication Scheme (MPS) for Scottish Higher Education Institutions (HEI) (PDF format) has been developed by Universities Scotland. An example of an HE publication scheme is the University of Stirling's Publication Scheme.
Many university websites have their own FOI sections, providing information and resources both for the public and for their staff. Examples include:

Freedom of Information at the University of Strathclyde (PDF format). A leaflet on FOI for University staff.
University of Edinburgh Records Management Section: Freedom of Information Training and Awareness Raising. Contains information about FOI training and briefings and resources for practitioners and University staff to use to help raise awareness and refresh existing knowledge of FOI.
University of Swansea: How the University Deals With Requests for Information. Provides guidance to staff on responding to FOI requests.
